No. It opens a draft in your email application. Review the text and choose whether to send it. For a first inquiry, a description of your setup is enough.
Can procurement assess this before engineering starts?
Yes. The SDK page distinguishes existing App engines from uncommitted integration work. Use that maturity boundary to decide whether a technical discussion is appropriate; there is no public package, price or delivery schedule.
